General ESD Questions

What is an ESD?

An Education Service District is a service agency created to provide services to school districts that would be best, or most efficiently, provided on the regional level. For more information, see About Us.

What regulatory authority does the ESD have over its school districts?

The ESD does not have any authority over school districts. The ESD provides services to our client districts. Any questions regarding concerns about school district practices should be directed to the Oregon Department of Education.

Educator Questions

What are your services for substitute teachers?

Substitute teachers who possess a valid, State of Oregon teaching license and who wish to work in Clackamas County public schools must first register their current teaching license at the ESD. For information on registering, see Substitute Teacher Registration. When a substitute teacher registers at the ESD, s/he has the opportunity to register to substitute in the ESD's Special Education Program classrooms. A teacher does not need to have a special education endorsement to substitute in ESD classrooms.

Parent and Student Questions

I am moving into Clackamas County. What school will my child attend?

If you have an address, the Clackamas County Assessor's Office, (503) 655-8671, can provide you with the name of the district where you will reside. You will have to contact the district directly to obtain individual school boundaries. For a list of districts and their phone numbers, see Clackamas County School Districts.

What type of services does the ESD provide for students?

ESD services for school-age students are, in many cases, provided through the districts. The ESD houses a special education program, including evaluation services and educational consulting. Most of these services and other services for students must be requested by a school district.

What type of services does the ESD provide for young children?

There are two types of services provided for young children, ages birth to school age, through the ESD. The first type is early intervention/special education services, which serves families of children, birth to school age, with developmental delays. The second is the Oregon Head Start Pre-kindergarten Program, which serves at-risk families with pre-school age children. Anyone can refer a child for either program and staff members will follow up on that referral by contacting the parent. Only a parent can initiate the process of entering a child into our programs.
