History

Originally called Clackamas Local Interagency Coordinating Council, CLICC consists of 21 agencies and parent representatives in Clackamas County that serve or have interests in young children. It began meeting in the late 1980s. The group then adjusted their focus to develop a county wide planning process for the implementation of Senate Bill 555, which required a comprehensive county plan for children birth to age eight. Currently, CLICC members serve in an advisory capacity to the Clackamas ESD Early Intervention/Early Childhood Special Education program. CLICC also nurtures a collaborative relationship with the Clackamas County Early Childhood Committee (CCECC), which is a standing subcommittee of the Commission on Children & Families.

Mission

CLICC's mission is to develop a comprehensive network of Clackamas County early childhood professionals and members of the community that will function as a networking body and act as advisors to agencies and individuals around early childhood issues when requested. Its vision is ensuring that no children are left behind and that all children and families are healthy, happy, safe and thriving with access to a comprehensive and seamless system of adequate and appropriate supports with a single point of entry.

CLICC includes parents and community members that guide the coordination and delivery of services to young children in the county. It meets quarterly at the Clackamas ESD to fulfill the following goals:

  • To bring together representatives from county agencies, organizations, and families
  • To implement Senate Bill 555 (Note: this link will take you to the Oregon State Legislature's web site)
  • To act as advisory to the Clackamas County Early Childhood Community
  • To provide a forum and mechanism to develop and implement a collaborative, comprehensive, and integrated system of services and supports for children and families
