District Boundary Changes
During the 2011 Legislative Session, House Bill 3298 was passed, providing
that the governing board of the county be the district boundary board
for purposes of boundary changes and mergers of school districts.
For Clackamas County, this would be the Board of County Commissioners.

In addition, the following information may be helpful.
Oregon Revised Statutes Chapter 330 outlines the procedure for a school
district boundary change. This change may occur by:
1. A request of the district school boards of the affected districts
to the Boundary Board, or
Mutual consent is required from each of the affected school district
board of directors. Please contact the administration office of the affected
districts regarding approval of the request by its board of directors.
If the boundary change also affects two or more education service districts
(ESDs), the education service districts must also consent to the school
district boundary change. Consent of the school district boards should
be obtained first. The formal consent resolutions of each district should
then be forwarded to the Boundary Board.
OR
2. On petition of five percent or 500 electors of each affected district,
whichever is less.
- Required Number of Signatures - this information can be obtained
from the County Elections Department.
- Petition - the petition format shall be in compliance with ORS 330.095.
The Boundary Board does not have the authority to advise on the petition
format.
- Filing - submit the completed petition to the county elections division
for verification of signatures, with a copy of the petitions, a legal
description, proof of assessed value, and a section map to the Boundary
Board.
